Lord Mayor Erias Lukwago today appeared before the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), to respond to the Report of the Auditor General on the Financial Statements of KCCA for the year ended 30th June 2022.
Appearing before the Committee Chaired by Hon.Joel Ssenyonyi, the Lord Mayor raised accountability concerns in Procurement, Non remittance of statutory deductions, exorbitant costs in construction of infrastructure projects, Mismanagement of public land, High Costs of court awards and Compensation, Unauthorized variations in budgets, Mismanagement of Outdoor advertisement and challenges faced in management of schools in the City.
He highlighted the Procurement of Seven (7) Ambulances at the cost of Shs3.7Bn at an estimated cost of Shs228M each, against an initial planned expenditure for ten(10) Ambulances at a cost of Shs150M each, the alienation of KCCA Public hospital along Nkrumah Road through connivance, the high legal costs mainly incurred through consent judgments and planned Construction of 69KMs of City Roads at an estimated Shs15Bn per KM.
The Lord Mayor told the committee that his working relationship with technical personnel is dependent on which side of the law the individual is, this was in response to the committee inquiry about his working relationship with the Executive Director, adding that it will be impossible to transform the City unless the issue of impunity and accountability is addressed.
Present at the engagement were the Deputy Lord Mayor Nyanjura Doreen, Authority Council speaker, Executive Secretaries and Authority Councilors.
